I don't think it necessarily adds to the submissive nature of the bottom boy, but it doesn't detract either. If a bottom is not turned on by taking a cock, and isn't doing a good job of using his hole to pleasure the top, then we have a problem. But being soft isn't necessarily an indicator that the bottom isn't into getting used. A limp-dicked bottom who is horned up and using his ass to pull a load out of the tops dick is better than a hard bottom who isn't really into it.
